DeepSeek Harness

This plugin targets DeepSeek Harness (MIT) and follows its plugin conventions. Its capability-seam design — a service definition, a provider, and a consumer, with providers selected at execution time rather than by registration order — is the harness's, and this plugin reaches every capability through ctx at run time rather than importing any harness package.

The tool schemas, prompt guidance, and output bounds here were developed against the harness's own packages/web/tool-web as the reference consumer.
