bpfcompat External CI Proof

This repository is a clean third-party reference harness for validating the adaptive-bpf-runtime-program composite GitHub Action outside its source repository.

Workflows:

• bpfcompat-external-positive: expected compatibility gate success (rc=0)
• bpfcompat-external-negative: expected compatibility gate failure (rc=2)
• bpfcompat-external-suite: expected multi-artifact suite success (rc=0)

All workflows are workflow_dispatch and run on a self-hosted Linux x64 runner with KVM access. The suite workflow validates that an external project can provide one suite YAML containing multiple BPF artifact/manifest cases and receive one suite-level summary plus per-artifact reports.
