Guidance
Write link text that describes the destination. A user should be able to understand where a link goes without reading the surrounding sentence. Never use "click here," "read more," or "learn more" as link text.

Notes
Use the page title or a clear description of the destination as link text when possible.
Do not bold hyperlinks. Links are already visually distinct through underline and color styling applied by the publishing system.
Avoid linking the same text to different destinations in the same document — it creates confusion for screen reader users who navigate by links.
Avoid bare URLs as link text in prose. A bare URL is acceptable in a reference list or when the URL itself is the content the user needs to copy.
Don't open links in a new tab without warning the user. If a link opens in a new tab, note it in the link text or immediately after:
