Enforcement Rules
- IF creating an issue without ISMS alignment THEN add a link to the applicable Hack23 policy
- IF issue lacks testable acceptance criteria THEN add Given/When/Then before submission
- IF assigning an agent THEN verify it matches the agent assignment matrix
- IF a quality metric is below threshold (coverage <90%, OSSF <8, fps <60, bundle >500 KB initial) THEN create 🔴 Critical issue
- IF a CVE is High/Critical on a used dependency THEN create 🔴 Critical issue with 48 h SLA per Vulnerability Management
- IF a change involves personal data THEN tag with GDPR / Data Classification Policy and add DPIA check
