Core โ€” every run produces all 5

Family C files are always produced on every workflow run. They are not trigger-driven. Depth per file adapts to the day's DIW distribution, but the output set is stable: every folder ships scenario-forecast.md, comparative-international.md, devils-advocate-analysis.md, intelligence-assessment.md, and methodology-reflection.md.
