Four Layers of a CLP

In accordance with the CLP Principles four different layers will be subject for implementation:
- Business or utilization layer
- Application layer
- Data layer
- Technology layer
Thereby, the layered structured follows the design principle of a modular and structured concept, that allows for compatibility and extensibility. The concept structured of layers can be found in commonly accepted approaches for modeling enterprise architectures or complex systems (see Archimate), such as the internet communication protocol (see ISO/OSI).
Business and utilization layer offers services to customers (e.g., lawyers, law firms, in-house legal departments, public administration offices or governmental authorities), which are realized in an organization by business processes performed by business actors.
Application layer supports the business layer with application services which are realized by (software) applications.
Data layer harmonizes different data structures efficiently and securely, by ensuring interoperability and compatibility between different schemas and databases that are used by applications.
Technology layer offers infrastructure services (e.g., processing, storage, and communication services) needed to run applications, realized by computer and communication hardware and system software.
A White-box View on the Four Layers of a CLP
The components and systems within the different layers the contribute to the Common Legal Platform by offering its functionalities and services in a modular way. Thereby, a white-box view on the different layers provides valuable insights for implementation.

The white-box view unveils different components within the different layers. These cover processes and workflows, applications and (software) systems, databases and data assets, and technological (infrastructure) components. The performance of upper layers depends on the performance of lower layers, whereas the implementation of lower layers is intentionally opaque to upper layers. Some of those components have been identified and are listed below.

Compatibility and Interoperability of Components within the same Layer
Following the CLP Principles, the components within the same layer should support the consumption and provision of services and functionality:
- Provide only as much information of the inner-working of a component as required
- Separate concerns and responsibilities of components within the same layer (avoid components with redundant functionality)
- Offer non-proprietary interfaces
- Exchange data using standard interfaces (e.g. HTTP or REST API)
- Exchange data using standardized and well-documented, and publicly described format or schema
- Exchange data securely and encrypted
- Not every component must necessarily communicate, i.e. exchange data, with every other component, but the communication should be – in principle – be possible
- If required, use standardized mechanisms for authentication and access control management (e.g. LDAP, Single Sign-on, etc.)
- Offer a comprehensive description and mapping of components to the Layers of the Common Legal Platform
- Make transparent if and why a CLP principles cannot be considered and implemented
Compatibility and Interoperability of Components between different Layers
Following the CLP Principles, the components between different layers should follow the following principles:
- Provide more abstract and complex tasks in higher layers than in the layers below
- Encapsulate inner-working of a component (black-box views)
- Separate concerns and responsibilities between layers
- Offer functionality via open and non-proprietary interfaces
- Exchange data exchange using a standardized, well-documented, and publicly described format or schema
- Avoid dependencies to systems outside of the CLP
- Minimize downward dependencies: i.e. components should have minimal dependencies to a component from a lower layer (e.g. a component from the application layer should have only the minimum of dependencies on a component from the data layer)
- Avoid upward dependencies: i.e. components should have no dependencies to a component from a higher layer (e.g. a component from data layer should not depend on a component from application layer)
- If required, use standardized mechanisms for authentication and access control management (e.g. LDAP, Single Sign-on, etc.)
- Make transparent if and why a CLP principles cannot be considered and implemented
