Wallpaper Changer

This skill gets wallpapers from wallhaven.cc. It downloads pictures and saves them to ~/.local/share/wallpapers/. It registers with the ovos-PHAL-plugin-wallpaper-manager as a wallpaper provider, so other components, such as ovos-skill-homescreen, can show the pictures it fetches.
