Create an Agent with explicit provider, model, tools, loop strategy, and workspace settings.

OpenAIProvider works with OpenAI-compatible APIs when supplied a custom baseURL.

Agent.tools is an allow-list. Runner exposes only those schemas and cannot execute other built-ins; [] means no tool access.
