This catalog feeds the /tabletop skill's scenario triage step. Each entry is a seed — enough for the runbook generator to identify whether the scenario fits the project's stack and risk surface, but not so detailed that it locks the runbook into one shape. The runbook generator picks the 3 most relevant scenarios for the project, weighted by:

  1. Direct stack relevance (a Postgres-backed web app gets DB-corruption higher than a CLI library does)
  2. Realistic risk surface (a payments app gets PCI-flavored scenarios; a healthcare product gets HIPAA)
  3. Diversity of domain (avoid proposing three cybersec scenarios — mix in DevOps and a wild-card)

When a scenario is chosen, the runbook generator turns the Seed into a vivid opener, the Key decision points into branching phases, and the Common gaps surfaced into the post-exercise hotwash and AAR action items. Frameworks listed are exercised if --frameworks was passed at invocation; otherwise control IDs are dropped.

Use the scenario selection heuristics at the bottom of this file when ambiguity remains after stack inference.


Cybersecurity / Incident Response

ransomware-prod-encryption

  • Title: Production Servers Encrypted, Ransom Note in S3
  • Domain: cybersec
  • Best for: any production system with persistent storage (cloud or on-prem); higher relevance for orgs holding customer data, less for stateless edge functions
  • Duration sweet spot: half-day
  • Difficulty range: intermediate-to-advanced
  • Frameworks exercised: NIST-CSF, SOC2, ISO27001, MITRE-ATTACK
  • Seed: At 03:14 the on-call gets paged: every primary database in the staging VPC is throwing TLS errors and the backup S3 bucket is full of .locked files. A README_RECOVER.txt at the bucket root demands 18 BTC in 72 hours. Production looks fine — for now. The attacker's note claims they're "still inside" and will pivot if the ransom isn't paid. Legal hasn't been told. The CEO is on a flight.
  • Key decision points:
    • Pay, negotiate, or refuse? Who has authority to authorize a payment under sanctions law?
    • Isolate prod now (kills revenue) or watch and try to characterize the foothold first?
    • Disclose to customers / regulators today, or wait until you understand scope?
  • Common gaps surfaced:
    • No tested restore-from-immutable-backup procedure; backups are the same credentials as prod
    • No decision tree for ransom payment authorization; legal/comms not in IR runbooks
    • No isolation playbook that doesn't also break observability

data-breach-customer-pii

  • Title: Customer Records on a Dark-Web Forum
  • Domain: cybersec
  • Best for: SaaS or consumer apps storing user accounts, especially with email/password/PII; not relevant to anonymous CLI tools
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, GDPR, SOC2, ISO27001
  • Seed: A security researcher emails support@: "your customer DB is for sale on BreachForums, sample of 5,000 rows attached, looks legit." The sample contains real emails, hashed passwords (bcrypt, looks fine), and order history. The post claims 4.2M rows total. Your DB has ~4.1M rows. No alerts fired. No anomalies in access logs going back 30 days. Either the breach is older, or your detection is blind.
  • Key decision points:
    • 72-hour GDPR clock — does this rise to "high risk to rights and freedoms"? Who decides?
    • How do you verify scope when you don't know the dwell time?
    • Force password reset for all users now, or wait until you can scope confidently?
  • Common gaps surfaced:
    • Audit log retention shorter than likely dwell time
    • No DPO contact path tested under pressure
    • Customer comms drafts don't exist; legal review will block them when needed

account-takeover-credential-stuffing

  • Title: 40,000 Failed Logins per Minute Across 80,000 IPs
  • Domain: cybersec
  • Best for: any web/mobile app with end-user authentication; especially relevant if no MFA enforcement, no rate limiting at the auth edge
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, SOC2, MITRE-ATTACK
  • Seed: A traffic spike at 09:50 — login endpoint at 40k req/min, up from a baseline 200. Source: 80k unique IPs, mostly residential proxies in 14 countries. Customer support is starting to get tickets: "I didn't change my password and now I can't log in." The bot is using a credential list; some hits are working. Your fraud team's slack is on fire. Marketing has a launch in two hours and would notice if you took the login page down.
  • Key decision points:
    • Block at WAF (collateral damage to legit users in those geos) or step up MFA challenges (UX hit, may not be wired up)?
    • Force password reset for confirmed-compromised accounts now, or wait until you can scope?
    • Notify all users vs only confirmed-impacted — when does the law require which?
  • Common gaps surfaced:
    • No bot/CAPTCHA defense at the login edge
    • Account-takeover playbook exists but assumes single-account, not bulk
    • Unclear who can pull the trigger on aggressive WAF rules during a launch window

insider-threat-data-exfil

  • Title: A Departing Engineer Cloned Customer Data to Personal Drive
  • Domain: cybersec
  • Best for: any org with engineers having direct prod or customer-data access; especially relevant in startups without formal offboarding
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, SOC2, GDPR, ISO27001
  • Seed: Two weeks after a senior engineer left for a competitor, a DLP alert (newly turned on) flags that on their last day they ran a pg_dump against the customer events DB and uploaded ~3GB to a personal Google Drive via a corporate laptop they kept "for transition." HR thought the offboarding went smoothly. The competitor is launching a suspiciously similar feature next month. Legal asks: "what's our case, what do we actually have?"
  • Key decision points:
    • Pursue legally (involves disclosure, forensics, possibly customer notification) or quietly remediate?
    • Notify customers whose data was in the dump, or argue it's a contained internal matter?
    • What about the 12 other engineers who have similar access — what changes today?
  • Common gaps surfaced:
    • Offboarding doesn't revoke prod credentials atomically; SSO doesn't cover everything
    • No baseline for "normal" data export volume, so DLP tuning is guesswork
    • Laptops not collected for forensic image before reissue

phishing-wave-that-worked

  • Title: Five Engineers Just Authenticated to a Fake SSO Page
  • Domain: cybersec
  • Best for: any org using SSO (Okta, Google Workspace, Microsoft 365); especially relevant if SSO covers prod access
  • Duration sweet spot: 60m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, SOC2, MITRE-ATTACK
  • Seed: 10:42 — an Okta admin notices five 2FA prompts approved within a 90-second window from IPs in three different countries. All five are engineers. One has prod admin. The phishing email arrived at 09:30 and looked like a Workday password reset; the lure URL was workday-password-reset[.]com. The engineers all hit "approve" on their authenticator push. The attacker is in. The question is: how deep, how fast?
  • Key decision points:
    • Revoke all five sessions and rotate creds, or follow the attacker to characterize them first?
    • The attacker may already be using legitimate tokens — what counts as "kicked out"?
    • Push notifications are the weak link; do you ban push and enforce phishing-resistant MFA today?
  • Common gaps surfaced:
    • No way to revoke OAuth refresh tokens centrally for federated SaaS
    • "Approve push" still allowed on prod-admin accounts
    • No simulated-phishing program; first one was real

supply-chain-typosquat

  • Title: A Typosquat Package Was in Production for 11 Days
  • Domain: cybersec
  • Best for: any project pulling from npm, PyPI, RubyGems, crates.io, etc.
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, MITRE-ATTACK, SOC2
  • Seed: Snyk fires an alert: request-promised (note the d) is published by a malicious actor and is in your last 11 production deploys. Your dependency lock pins it; somehow it got in via a Dependabot PR auto-merged on a weekend. The package contains a postinstall script that reads ~/.aws/credentials and POSTs to a Tor address. Every CI runner that built since the merge ran this. Your CI runners have… let's check what they have. You realize you don't fully know.
  • Key decision points:
    • Rotate every cred any CI job has touched in 11 days — how big is that list?
    • Disable auto-merge on dependency PRs (slows the team) or invest in better signals (takes weeks)?
    • Disclose to customers? The malicious package wasn't your product, but it ran in your build of it.
  • Common gaps surfaced:
    • No SBOM, no inventory of "what creds are reachable from CI"
    • Auto-merge policy was set up by one person who's no longer there
    • Build runners are long-lived and shared — no ephemeral isolation

ddos-application-layer

  • Title: Layer-7 DDoS Targeting the Login Endpoint
  • Domain: cybersec
  • Best for: public-facing web apps; especially relevant if behind Cloudflare/Fastly/AWS Shield but not configured for L7
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, MITRE-ATTACK
  • Seed: 11:00 — login endpoint p95 latency goes from 80ms to 14s. CDN dashboards look mostly green; the traffic is passing the cache and hitting origin. Each request is a valid-looking POST with a real-shaped JSON body. Volume: 800k req/min from 240k IPs. Origin auto-scaling is tripping its budget alert. A note arrives in the support inbox from someone who calls themselves "1NDIC4T0R": $50k in BTC or this continues for a week.
  • Key decision points:
    • Pay-to-stop is off the table — but how aggressive can WAF rules be without breaking real users?
    • Should you advertise an API-only mode, kill the public web UI, or shed load by geo?
    • At what point does this become a customer-facing communication?
  • Common gaps surfaced:
    • No L7 rate limiting on auth-flavored endpoints
    • Auto-scaling has no upper bound — DDoS-as-a-bill-attack is real
    • Status page automation doesn't exist; comms are manual under stress

malware-on-dev-laptop

  • Title: A Developer's Laptop Is Beaconing to a C2
  • Domain: cybersec
  • Best for: any org with engineer laptops that have access to source code, prod creds, or customer data
  • Duration sweet spot: 60m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, SOC2, MITRE-ATTACK
  • Seed: EDR alert: a senior dev's MacBook is beaconing to a known APT C2 every 90 seconds. Beacon started 6 days ago, after they "tried a new VS Code extension" from a GitHub repo with 12 stars. Their laptop has SSH keys to prod jump hosts, an active AWS SSO session, and the codebase for the auth service. The dev is currently on a flight, unreachable for ~5 hours. The on-call must decide what to do without them.
  • Key decision points:
    • Network-isolate the laptop (kills any in-flight pivot but tips the attacker)?
    • Rotate everything that laptop touched — what's the actual blast radius?
    • When the dev lands, do you let them log in to wipe, or treat them as adversary-controlled?
  • Common gaps surfaced:
    • No inventory of what creds/sessions a given laptop has
    • VS Code extensions are not part of the software supply-chain audit
    • Developer access to prod is broader than security thought

leaked-aws-keys-public-repo

  • Title: AWS Root Keys Pushed to a Public Repo at 14:00; It's 14:47
  • Domain: cybersec
  • Best for: any team using AWS/GCP/Azure with engineers committing to public open-source projects, even side projects
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, SOC2, MITRE-ATTACK
  • Seed: AWS support emails: "We've detected exposed access keys for account 932... in commit abc123 of github.com//scratch-tools, pushed at 14:00. We've quarantined the keys, but they may have been used before quarantine. Please rotate." The keys belong to a service account with AdministratorAccess. CloudTrail shows 18 minutes of API calls between commit and quarantine: enumeration, then iam:CreateUser, then s3:ListAllMyBuckets, then a flurry of GetObject. You don't yet know what they got.
  • Key decision points:
    • Burn the account (massive blast radius, customer impact) or scope the damage first?
    • Trust CloudTrail completely, or assume the attacker may have tampered with it during the 18 minutes?
    • Is this a reportable breach? When does a "key leak with maybe data access" become customer-notifiable?
  • Common gaps surfaced:
    • No org-wide policy preventing root or admin keys from existing
    • GuardDuty/CloudTrail alerts fire to a channel no one watches
    • Personal/scratch repos with corporate credentials are common and unscanned

Product Security

zero-day-critical-dependency

  • Title: A 9.8 CVSS Just Dropped on Your Auth Library
  • Domain: prodsec
  • Best for: any web service with a known major dependency for auth/serialization/parsing (Spring, Rails, Express middleware, etc.)
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, SOC2, ISO27001
  • Seed: 17:30 Friday. A CVE drops: pre-auth RCE in <core-auth-library>, the one your customer-facing auth service is built on. CVSS 9.8. Public PoC exploit code on Twitter within 20 minutes. The patch is out, but it requires a config migration that will break your SAML integration. Honeypots show mass scanning starting now. You have a deploy freeze for the holiday weekend in 90 minutes. Do you patch, mitigate, or rip the SAML integration out?
  • Key decision points:
    • Patch + accept SAML breakage (immediately impacts enterprise customers) or deploy a WAF mitigation that may not hold?
    • Inform customers proactively, or wait to see if anyone notices?
    • Do you reverse the deploy freeze policy permanently after this, or is this an exception?
  • Common gaps surfaced:
    • No tested fast-patch path that bypasses the deploy freeze
    • WAF rules are "advisory" — security can't push them without engineering on-call
    • SBOM exists but isn't queryable in <5 minutes during a fire

customer-reported-vuln-coordination

  • Title: A Researcher Found IDOR in Your API; They Want to Disclose Friday
  • Domain: prodsec
  • Best for: any product with a public API, especially one without a published vuln disclosure policy (VDP)
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, ISO27001, SOC2
  • Seed: A researcher emails security@ on a Tuesday with a clean writeup: an IDOR in /api/v2/orders/{id} lets any authenticated user read any other user's order. They've validated it on three accounts. They plan to publish on Friday — coordinated disclosure window, 90-day standard, but they only gave you 72 hours because "this is trivial to find and you should fix it immediately." The bug has existed since 2021. Logs go back 90 days. The researcher's tone is professional but firm.
  • Key decision points:
    • Negotiate the disclosure window or accept Friday?
    • Notify affected customers — and how do you scope "affected" when the bug has been live for 4+ years and logs only go back 90 days?
    • Do you offer a bounty? Without a program, on what authority?
  • Common gaps surfaced:
    • No VDP, no security.txt, no triage SLA
    • Log retention shorter than vuln age — scope assessment is a guess
    • No legal-cleared template for "thank the researcher and don't sue them"

researcher-tweets-unpatched-bug

  • Title: A Security Researcher Just Tweeted Your Bug
  • Domain: prodsec
  • Best for: any consumer-facing product with active security researcher attention; especially Web3, fintech, infra products
  • Duration sweet spot: 60m
  • Difficulty range: intermediate-to-advanced
  • Frameworks exercised: NIST-CSF, ISO27001
  • Seed: A researcher with 80k followers tweets: "Cool weekend project: dumped 2.4M emails from via this trick. Only telling them now. Cc: ." There is no email in your security@ inbox. No prior contact. Tweet is screenshotted and goes viral in 8 minutes. The reporter DMs your CEO asking for comment by EOD. You don't yet know if the claim is real, exaggerated, or a stunt.
  • Key decision points:
    • Engage publicly (tweet back) or only privately (email the researcher)?
    • Confirm/deny the bug to the press without yet knowing its mechanism?
    • When does silence become worse than a half-formed update?
  • Common gaps surfaced:
    • No protocol for "ambient" disclosure (public, not coordinated)
    • Press inquiry routing under stress is undefined
    • Time-zero comms templates don't exist; comms team is meeting-locked

auth-bypass-discovered-internally

  • Title: An Engineer Reads Their Own Code and Finds an Auth Bypass
  • Domain: prodsec
  • Best for: any product with auth/authorization layers, particularly those with custom middleware or stitched OAuth flows
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, SOC2, ISO27001
  • Seed: A mid-level engineer DMs the security team: "I think I found something. The middleware checks req.user.role === 'admin' but only after next() was already called in line 42 by mistake. I tested it. I can hit /admin/* with a regular user token. This has been live since the v3 refactor 7 months ago." It's currently 11:00 on a Tuesday. Logs aren't easily searchable for "did anyone exploit this." The engineer asks: "should I just push a fix?"
  • Key decision points:
    • Quiet hotfix vs formal incident with comms — when does an internally-found bug become a public matter?
    • Investigate exploitation history (logs may not support it) or assume worst case?
    • Reward the engineer publicly (encourage finding more) or quietly (avoid implying a culture of finger-pointing)?
  • Common gaps surfaced:
    • No internal bug bounty / no clear path for "I found this in my own code"
    • Authorization isn't centrally testable; per-endpoint checks are bespoke
    • "Did anyone exploit this" forensics is unsupported by current logging

ssrf-in-production-feature

  • Title: A Feature That Fetches User-Supplied URLs Reaches Internal Metadata
  • Domain: prodsec
  • Best for: any product with image fetching, link previews, webhooks, server-side URL processing
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, MITRE-ATTACK, SOC2
  • Seed: A bug bounty submission shows a video of someone using your "preview link" feature to fetch http://169.254.169.254/latest/meta-data/iam/security-credentials/ from your AWS environment, retrieving a real role token. They redacted the token. Their writeup includes the curl command. The role has S3 read on your customer-data bucket. The submission was made 4 hours ago and you're seeing it now. The feature has been live for 2 years.
  • Key decision points:
    • Disable the feature now (customer-facing impact) or deploy a metadata-blocking egress firewall (slower but no UX hit)?
    • Rotate the role and assume compromise, or scope first?
    • The two-year window — what's the customer notification math?
  • Common gaps surfaced:
    • No egress filtering; SSRF protection was assumed to be at the app layer
    • IMDSv2 not enforced — IMDSv1 is still allowed
    • Two-year history audit is a CloudTrail nightmare

secret-leaked-public-commit

  • Title: Stripe Live Secret Key Live in main for 14 Hours
  • Domain: prodsec
  • Best for: any project pushing to a public repo, or to a private repo with broad org access
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, PCI, SOC2
  • Seed: GitGuardian sends a notification at 09:00: "live Stripe secret key detected in commit 7ab3c9f to main at 19:00 yesterday." The key is real. The repo is public. Stripe radar shows a single API call at 23:14 from an IP in a region you've never seen — customers.list, returned 200, then nothing. The committer is at standup right now and doesn't know yet. PCI scope question: does this single API call trigger anything?
  • Key decision points:
    • Roll the key (immediate, but who's checked nothing depends on it?) — and what about other secrets that might have been read in the 14 hours?
    • Is this PCI-reportable to Stripe? To customers?
    • Engineering culture response — is this a process gap, a tooling gap, or a training gap?
  • Common gaps surfaced:
    • No pre-commit secret scanning enforced repo-wide
    • No "rolling" runbook for Stripe keys (or other vendor keys); rotation breaks something
    • PCI reporting threshold poorly understood by eng

signed-but-malicious-package

  • Title: A Verified Publisher Pushed a Malicious Update
  • Domain: prodsec
  • Best for: any project with auto-updating dependencies and signature/provenance enforcement (often npm, Go modules, container images)
  • Duration sweet spot: 90m
  • Difficulty range: intermediate-to-advanced
  • Frameworks exercised: NIST-CSF, SOC2, MITRE-ATTACK
  • Seed: The maintainer of event-stream-2025, a transitive dependency in your build, had their npm account compromised. The attacker pushed v4.2.1 — properly signed, passes provenance checks, in your build for the last 6 days. The malicious code only fires if a specific environment variable is set; it's been dormant in your environment but live in others'. The npm advisory dropped at 02:00 your time. CI is auto-running on every PR.
  • Key decision points:
    • Halt all CI/builds until you've audited what ran (slows the team massively) or selectively pause prod-deploy pipelines only?
    • Trust signature verification at all going forward, or move to allowlist-pinning?
    • The package author was a victim — do you sue, donate, or stay silent?
  • Common gaps surfaced:
    • Provenance/signing gives false confidence; account compromise defeats it
    • No build-time sandboxing; postinstall scripts run with full env access
    • Lockfile pinning policies don't survive Renovate/Dependabot bumps

dependency-confusion-attack

  • Title: A Public Package With Your Internal Name Just Got Pulled in CI
  • Domain: prodsec
  • Best for: orgs with private package registries (Artifactory, Nexus, internal npm/PyPI), especially with mixed public+private resolution
  • Duration sweet spot: 90m
  • Difficulty range: intermediate-to-advanced
  • Frameworks exercised: NIST-CSF, MITRE-ATTACK, SOC2
  • Seed: Your internal helper library @yourorg/auth-utils is normally pulled from your private registry. Yesterday, a dev on a new laptop misconfigured npm to also resolve from the public npmjs registry. A package @yourorg/auth-utils v9.99.99 (suspiciously high version) got pulled instead — published 3 days ago by an unknown author. CI ran it. The package POSTed env vars and ~/.npmrc to a Burp Collaborator. You see this in DNS logs at 16:00, two hours after the build.
  • Key decision points:
    • Treat all CI runs in the last 3 days as compromised (cred rotation cascade) or only the matched ones?
    • Public-package squatting prevention — register your private names defensively on public registries today?
    • The "new laptop misconfig" — process gap or tooling gap?
  • Common gaps surfaced:
    • No defensive registration of internal package names on public registries
    • Mixed-registry resolution allowed by default in .npmrc/pip.conf
    • CI workers have credentials they don't need (S3 admin, deploy keys)

DevOps / SRE

regional-cloud-outage

  • Title: us-east-1 Is Half-Down and Your Failover Path Is Theoretical
  • Domain: devops
  • Best for: any cloud-deployed service in a single region; relevance scales with how much "we'll multi-region someday" lives in the backlog
  • Duration sweet spot: 90m
  • Difficulty range: intermediate
  • Frameworks exercised: NIST-CSF, SOC2, ISO27001
  • Seed: AWS status page goes yellow on us-east-1 at 13:00. EC2 launches are failing intermittently; RDS replicas are flapping. Your prod is in us-east-1. You designed for multi-region failover "in theory" — there's a Terraform module for us-west-2, but it's never been applied. Customer-facing latency just doubled. Your status page (also hosted in us-east-1) is showing all green because its health checks happen to be passing. Twitter is not green.
  • Key decision points:
    • Apply the never-tested us-west-2 Terraform now (could make it worse) or ride out us-east-1?
    • Update the status page (manually if needed) — but say what, when you don't yet know the impact?
    • When does this become an existential conversation about multi-region investment?
  • Common gaps surfaced:
    • DR plan exists on paper, never executed
    • Status page hosted on the same infra it reports on
    • Database failover process undocumented; only one engineer knows it

bad-deploy-took-down-prod

  • Title: A Migration Ran on Prod and Locked the Customers Table
  • Domain: devops
  • Best for: any service with a relational database and DDL-style migrations in deploy
  • Duration sweet spot: 60m
  • Difficulty range: basic-to-intermediate
  • Frameworks exercised: NIST-CSF, SOC2
  • Seed: 14:30 deploy. Migration adds a non-null column to customers (1.2B rows). Postgres takes the lock. App requests pile up behind it. Connection pools saturate. The deploy "succeeded" per the CI logs — the migration is still running. Pager fires. The PR was reviewed by two senior engineers. The on-call has 5 minutes to decide whether to kill the migration (table now in unknown state) or wait.
  • Key decision points:
    • Kill the migration mid-flight, or wait it out (could be 4 hours)?
    • Roll back app code (pre-migration state) — but the schema is half-changed?
    • Customer comms — "degraded" or "down"?
  • Common gaps surfaced:
    • No "is this migration safe at scale" checklist in PR review
    • No staging environment with prod-sized data; migrations look fine on 10k-row test DB
    • Rollback assumes schema and code are atomic — they're not

database-corruption

  • Title: A Cosmic-Ray Bit-Flip in Postgres (or So It Seems)
  • Domain: devops
  • Best for: any service with a primary database holding business-critical state
  • Duration sweet spot: half-day
  • Difficulty range: intermediate-to-advanced
  • Frameworks exercised: NIST-CSF, SOC2, ISO27001
  • Seed: Customer support gets reports: orders are showing wrong totals. ~0.01% of recent orders. Add a key-contributor-leaves-abruptly for OSS-maintainer realism.
