Purpose

Records the financial constraints guiding development of the project — budget envelopes, per-component cost ceilings, and (for open-source projects) cost-mitigation strategy.

Lets agents reason about cost-aware tradeoffs (model selection, infra choices, paid APIs) without having to be told the constraints repeatedly.
