Purpose

Defines the overarching plan for development of the project, including major architectural decisions taken. Primarily for major stack guidance.

Also serves as the home for development-decision history — the running record of significant choices and their rationale. This intentionally replaces a separate MEMORY.md: decisions live with the project plan rather than in a parallel file.
