Purpose

A list of the tools that are necessary or available for this project.

Rather than re-embedding tool definitions in every plugin (which causes context bloat), TOOLS.md typically references a centralized vault (e.g. a Claude vault repository) and pulls in the relevant subset for this repo. The file itself can be pre-populated from a template.
