Phase 1: Foundation (Week 1–2) ✅ DONE

  • Publish to npm (pg-safe-migrate-core@0.1.0, pg-safe-migrate@0.2.0)
  • Push to GitHub (github.com/defnotwig/pg-safe-migrate)
  • Comprehensive README with badges, quick start, feature table
