SR-IOV Network Device Plugin in CDI mode deployment

SR-IOV Network Device Plugin supports Container Device Interface (CDI).

To enable CDI mode, SR-IOV Network Device Plugin should be started with --use-cdi CLI argument. This mode has different deployment requirements: sriovdp-daemonset.yaml
