gaidhlig: NLP resources for Scottish Gaelic

The main things of interest here are the Gàidhlig lexicon focloir.txt, and the bilingual mappings in gd2ga.po that are used in the development of the gd2ga MT engine (for which, see https://github.com/kscanne/caighdean).
