Windows OS-version policy support (processcontainer)

This is the authoritative reference for which policy aspects the Windows processcontainer backend can enforce on each Windows release. It covers the filesystem, network, and UI-restriction policy surfaces. All releases in this document are Windows 11, and the minimum considered here is Windows 11 23H2.

Product floor: the README and SDK README state that processcontainer's minimum supported build is 26100 (24H2). The Rust code build-gates individual capabilities down to 23H2 (build 22631); the 23H2 column below therefore describes what the code can enforce if run there — it is below the officially supported floor and is not a support commitment.

Enforcement tiers

The Windows backend selects one of three isolation tiers at runtime (src/backends/appcontainer/common/src/fallback_detector.rs). Which tiers are available bounds what policy can be enforced.

  • T1 (BaseContainer) requires an enabled processmodel.dll BaseContainer contract. MXC prefers PSEC when its runtime probe succeeds and otherwise checks the transitional legacy SBOX FlatBuffer contract through CPIS. This is a 25H2+ capability. Usability is resolved up front by BaseContainerRunner::is_usable_for_request() so tier selection never picks a T1 that cannot launch the requested policy.
  • T2 (BFS) is compiled out by default. bfscfg.exe ships only on 24H2 and later, but the tier2_bfs Cargo feature is off in all shipping builds because invoking bfscfg.exe can deadlock the host on 25H2. Treat T2 as unavailable.
  • T3 (AppContainer + DACL) is the universal fallback and enforces filesystem policy via host path ACEs on every release.

Process security environment preference

BaseContainer requests prefer the PSEC process-security-environment contract whenever its runtime probe succeeds, independent of schema version. During the transition, an ordinary request falls back to the legacy SBOX FlatBuffer contract through CPIS when PSEC is unavailable or cannot represent the requested policy, then continues through the existing AppContainer fallback tiers when neither BaseContainer contract is usable.

The PSEC probe requires:

  • CreateProcessSecurityEnvironment
  • QueryProcessSecurityEnvironmentSupport
  • CloseProcessSecurityEnvironment

When processContainer.captureDenials is present, MXC treats PSEC plus the official V2 Learning Mode exports as one native capture capability set:

  • StartLearningModeTrace
  • StopLearningModeTrace
  • CloseLearningModeTrace

When that complete set is available, MXC uses PSEC with native V2 capture. Otherwise it retains the highest legacy containment tier that can fully honor the request (SBOX, AppContainer+BFS, or AppContainer+DACL) and pairs it with the guarded WPR capture provider. The elevated guardian filters the host-wide trace to OS-observed process lifetime windows: before the suspended sandbox child resumes, the authenticated owner sends its job and still-owned root process HANDLE values. The guardian duplicates both from that authenticated process, verifies the duplicated process belongs to the duplicated job, and retains the stable process handle. The root generation uses exact kernel creation/exit FILETIMEs read from that handle (with the exit time read only after WPR stops). For every descendant new-process notification, the guardian opens and retains a process handle, verifies membership in the duplicated job, and reads exact creation/exit FILETIMEs. Denial filtering uses those handle-attested lifetimes directly; it does not infer process generations from host-wide ETL lifecycle timestamps. At finish, job accounting TotalProcesses must equal the retained unique root-plus-descendant generations, so missing or inconsistent membership notifications fail closed. Guarded capture tracks at most 4096 root-plus-descendant process generations per execution. Exceeding that bound fails capture teardown and emits no denial output rather than continuing with an incomplete process scope. The owner never supplies PID/time scopes. Only bounded actionable denial data returns; raw ETL does not cross into the SDK result. If no containment tier can honor the policy, or the guarded PLM helper is unavailable, the request fails as backend_unavailable.

Internal validation confirmed the earlier contract on build 26657.1002 uses legacy containment rather than native capture, while the full V2 contract on build 26663.1000 is accepted. These builds are validation points, not a public release-floor commitment; runtime probing is the source of truth.

The PSEC contract cannot represent processContainer.leastPrivilege, so requests using that option use the transitional SBOX contract instead of failing. MXC also does not yet supply the package-family or AppContainer-profile peer identity required by the current model-2 SBOX proxy contract. On hosts with Experimental_QuerySandboxSupport, proxy requests therefore skip BaseContainer and continue to the AppContainer fallback; older query-less hosts retain the legacy SBOX proxy path. Similarly, filesystem.deniedPaths uses PSEC only when QueryProcessSecurityEnvironmentSupport advertises PSE_SUPPORT_FS_DENY; otherwise MXC continues through the SBOX/AppContainer fallback chain.

Notes:

  • On 25H2+, T1 can grant readwrite/readonly paths natively via the FlatBuffer SandboxSpec (fs_read_write / fs_read_only). deniedPaths under T1 additionally requires the SANDBOX_CAP_DENY_PATHS capability bit reported by Experimental_QuerySandboxSupport (BaseContainerRunner::base_container_supports_deny_paths()); when the bit is clear, deniedPaths is rejected and the run relies on default-deny plus explicit grants (or T3 DENY ACEs).
  • On 23H2, 24H2, and 25H2 (and on 25H2+ hosts where T1 is unavailable), all filesystem policy — grants and denies — is enforced by T3 host-path DACLs.

Notes:

  • Capability- and firewall-based network enforcement is an AppContainer primitive and works on every release.
  • OS-configured WinHTTP proxy (passed in the FlatBuffer spec to CreateProcessInSandbox) is used only on legacy query-less T1 hosts. The capability-aware model-2 contract requires a package-family or AppContainer-profile proxy peer identity that MXC does not yet author, so those hosts use the AppContainer compatibility fallback.
  • The AppContainer compatibility path uses winhttp-proxy-shim.exe. It is not the forward-looking proxy architecture; support for the model-2 BaseContainer contract should replace this fallback in a separate change.

Schema 0.8 support is selected by runtime contract rather than Windows release:

PSEC owns the WFP policy lifetime through workload completion. SBOX exposes no equivalent cleanup handle, so MXC never installs schema 0.8 WFP filters through that contract. The AppContainer fallback also rejects egress.default: "deny" with ingress.default: "allow" because privateNetworkClientServer is bidirectional and no schema 0.8 WFP filter is available there to block private-network egress.

UI restrictions

UI restrictions map to Job Object JOB_OBJECT_UILIMIT_* flags plus the disallowWin32kSystemCalls process mitigation. They are applied in both T1 and T3 (src/backends/appcontainer/common/src/job_object.rs), so they are available regardless of tier — subject to per-flag build gating. The effective mask is always requested & supported, so the kernel is never handed a flag it would reject; wxc-exec --probe reports what a host can enforce.

The single UI differentiator for 23H2 is injection (JOB_OBJECT_UILIMIT_INJECTION), which the kernel accepts only on build 26100 and later (MIN_BUILD_FOR_INJECTION_LIMIT) and is therefore unavailable on 23H2. ime (JOB_OBJECT_UILIMIT_IME) requires build 22621 (MIN_BUILD_FOR_IME_LIMIT) and so is available on every supported release.
