Wargaming XML editor.

This tool decodes and opens Wargaming non_standard XML files.

Version 11:

Save button saves with out asking. Added "Save As" button aslo.

Version 9:

Fixed a problem with tags in some files.

Version 8:

Fixed renaming primitive groups.. It now handles 91 groups.

Version 7:

Fixed a bug with "!--" comment tags.
Fixed changed the default font size to a smaller size.
Updated the Properties Tag string file (filtered_strings.txt).
Added Crtl+O (file open) and Ctrl+s (file save) short cuts.
Updated the Help HTML file.
