Common types and Functions for CODESYS changed the use of VAR_TYPE to Base interface TypeClass for compatibility with any cahnged some libs with placeholders for better intigration support

Includes a TLS version of OSCAT IP_CONTROL, tested only on Raspberry PI and windows.
