peer-grade : a Tsugi tool

As of April 21, 2026 the primary code for this has been folded into https://github.com/tsugiproject/tsugi/tree/master/tool/peer-grade as that it tracks the underlying Tsugi library more closely and is continuously tested against all tsugi check ins.

This is maintained for existing systems that install this into a mod folder.
